single point of access to receive regional transportation, human
services and community information facilitating greater personal
mobility for all individuals in the Purchase Area region.”
The Purchase Area TMCC is
envisioned to serve the residents and visitors of the Jackson
Purchase region of Western Kentucky by providing transportation and
human service information & referral services to facilitate greater
personal mobility.
The Purchase Area region comprises of Ballard, Calloway, Carlisle,
Fulton, Graves, Hickman, Marshall and McCracken. As of the 2000
Census, the region has a total population of 193,495 and 2,569
miles.
The four primary transportation providers – Paducah Area Transit
(PATS), Fulton County Transit (FCTA), Murray-Calloway County Transit
(MCTA), and Easter Seals West Kentucky (ESWKY) providing a total of
700,487 coordinated public and human service agency trips annually.
Customers will have access to the TMCC through telephone, Internet,
community location kiosks and walk-in services. The region’s primary
service location will be located at PATS with satellite locations at
FCTA, MCTA and ESWKY.

Updates:
April 2006 – USDOT released an RFP for Demonstration of Enhanced
Services Transportation Models PHASE I – SYSTEM DEVELOPMENT &
DESIGN. The project, Mobility Services for All Americans (MSAA) was
“designed to enhance customer access to replicable and scaleable
Transportation Management Coordination Center (TMCC) that would
provide customers with access to transportation information and
services”
June 2006 - PATS applied for PHASE I - SYSTEM DEVELOPMENT & DESIGN
funding for MSAA project on behalf of region’s transportation
providers (PATS, FCTA, MCTA and ESWKY)
December 2006 – PATS was selected as a PHASE I - SYSTEM DEPLOYMENT &
DESIGN participant (one of only eight national sites) to design a TMCC model for an eight county, rural Purchase Area region, of West
Kentucky that is replicable and scaleable.
April 2007 – PHASE II - SYSTEM DEPLOYMENT local Kick Off with
regional stakeholders holding meetings, technical and advisory
meetings to develop vision, mission and anticipated services to meet
customer expectations.
July 31, 2008 – End of funding for Phase I and completion of
Phase II - System Deployment.
Winter 2008 – PATS also received a $2M USDOT/FTA Bus & Bus
Facilities discretionary grant to expand PATS administrative and
transit center facility which will also allow for additional office
space for staff and local service organizations to provide a “one
stop shop” for transit customers.
December 2008 – PATS was 1 of 3 sites selected to continue with
PHASE II – SYSTEM DEPLOYMENT.
March 9, 2010 – TMCC Call Center scheduled to “go live” for the 8
county region.
